The Glass and Glazing Federation is pleased to announce that GGF Group Vice-President, Tony Smith of Pilkington United Kingdom Ltd (part of the NSG Group), has been elected as the Federation’s new President.
The news was confirmed by the GGF Board who unanimously backed the appointment following former President Mark Austin’s decision to step down from the role on 31st December 2020. Mark will remain on the GGF Board as immediate Past President.
On leaving the Presidency, Mark Austin commented;
“It has been an honour to serve this organisation in this capacity, but due to work pressures and personal health concerns, I feel the time is right to stand down for the benefit of all concerned. I am grateful for the great support that I have received from the Directors and all the GGF Group Staff and I will be happy to support Tony in my role as Immediate Past President.”
On becoming GGF President, Tony Smith said;
“I am delighted to accept the GGF Presidency and to continue the great progress the Federation has made over the last few years as the industry’s main trade body. There are of course huge challenges ahead as the trading environment continues to be adversely affected by the Coronavirus pandemic. In addition, now that Brexit Transition Period has ended and the UK is no longer part of the EU, there will be changes and opportunities for the industry and the GGF. I look forward to ensuring that GGF Members get the best value and representation during my tenure as President.”

In the light of continuing high numbers of cases, fatalities and hospitalisations due to COVID-19, it is vital that GGF Members and all companies in the industry adhere to the GGF Guidance.
John Agnew, GGF Managing Director stated, ” From the recent Government updates, it’s imperative that all companies in our industry follow the GGF and Government Guidance to protect the NHS and save lives.”
Since the National Lockdown on 5th January and the subsequent restrictions, Parliament has now passed legislation to underpin the guidance. The GGF has reviewed this legislation and advises all companies to cease door to door canvassing until further notice and to conduct all sales activity remotely, though in England, if it is not possible to sell remotely then in-house selling is permitted, but safe guidance and social distancing guidelines must be followed.
This latest advice is based on Government information in relation to the latest variant of the coronavirus and its increase in the rate of infection combined with the numbers of cases as a result of the strength of the new variant.
In England, Wales and Northern Ireland, the Governments’ Lockdown announcements and tighter restrictions, still allows for trades people, sales people and surveyors to work and to enter people’s homes as long as they do so following COVID safety protocol.
However, in Scotland, tradespeople should only work in people’s homes to carry out repair and maintenance, if the occupants’ health and safety is at risk. This has now been enacted in legislation to strengthen the requirement for tradespeople to abide by the laws. Companies who continue to illegally carry out non-essential (repair, maintenance and emergency work) could face the prospect of fines and charges being brought if non-compliance is found.
In the Republic of Ireland from 8th January, Construction will close with the following exceptions.

According to reports the above is likely to remain in place until March (the legislation runs until 31st March) with the Government constantly reviewing the situation.

Following the National Lockdown, the Chancellor, Rishi Sunak has announced a new £4.6bn support package for UK companies who are struggling to cope financially during the pandemic.
The announcement came after the government broke the news of Lockdown 3 and tightened Covid-19 restrictions to contain the spread of the new variant of the coronavirus.
The new support package will mean the Treasury will provide £4bn of one-off “top-up grants” for an estimated 600,000 companies in the retail, hospitality and leisure companies – each can claim up to £9,000.
In addition, there will be a new £594m “discretionary” fund made available for local councils to support businesses not eligible for the top up grants but are still financially affected by the latest restrictions.
If your business is not eligible for the new grants but has been affected by the restrictions, you are encouraged to apply to your local authority for support.
The Chancellor also suggested that further finanical support could be available later in the year. The Treasury is set to review the current range of support packages and schemes prior to setting out the next phase of measures for the economy in the spring Budget (3rd March).
There are currently several Government schemes already in place to help businesses cope during the COVID crisis, including;
The Job Retention (Furlough) Scheme. This pays employees up to 80% of their wages and has been extended until the end of April.

Self-employed
The chancellor did not announce any additional support for the self-employed. However, applications for the third phase of the Self Employed Income Support Scheme (SEISS), which covers 80% of average monthly profits, are still open.

The GGF has added a new COVID Safe Guide for Manufacturers and the Glazing Supply Chain.
The new Guide entitled “The Safe Guide for Manufacturers, Processors, Suppliers and Sales in the Glazing Supply Chain during the COVID-19 Pandemic” has been launched to provide comprehensive Safe Guidance for companies and their employees to follow the Safe Guidance during the pandemic.
James MacPherson, GGF Health, Safety and Environment Manager commented, “The new guide is aligned to Government guidance and the site operating procedures issued by the Construction Leadership Council. It has also been produced from a practical health and safety approach. I’d like to thank the Members of the GGF Health and Safety Committee who collaborated on this important publication.”
The new Guide is the latest addition to the GGF’s Safe Guide suite to help companies cope and operate safely during the COVID pandemic.

On 31st December 2020, the Transition Period for the UK to leave the European Union will end. At present there is still no confirmation of the full conditions (with or without a deal) of the departure of the UK from the EU.
Over the last few days PM Johnson has been in talks with EU Commission President Ursula von der Leyen but negotiations between the UK and the EU are continuing.
Without knowing the full details, the GGF is now advising all companies to visit the Government’s website to stay ahead of any breaking news, as regardless of a deal or no deal you will be affected by the change and it is advisable to prepare for changes.

The GGF has joined the Construction Industry Coronavirus (CICV) Forum – a proactive and innovative platform that draws on expertise from 26 organisations including trade bodies, professional associations, government agencies, private companies and training bodies, to support Scotland’s building sector during the pandemic.
The Construction Industry Coronavirus (CICV) Forum was formed in early March 2020 in response to the urgent COVID-19 threat to people and business. With a focus firmly on collaborative action, the Forum brings together senior representatives from construction trade and professional associations whose members operate the length and breadth of Scotland’s built environment supply chain. Whether merchant/wholesaler, contractor, or multi-million-pound building firm, Scotland’s construction sector is fighting to keep its people, businesses and livelihoods intact during the pandemic.
By pooling expertise and knowledge, the Forum represents the interests of Scotland’s diverse construction supply chain with one consistent voice. Forum priorities include lobbying the Scottish Government to influence policy and to push for positive action, and to give expert focus to important sector issues including commercial, employment, planning for the future, skills, and health and safety.
The Forum is chaired by Alan Wilson of SELECT, Scotland’s trade association for electrical contractors. When Ann-marie Waugh, Secretary of GGF Scotland first heard of the Forum, she made contact with SELECT to ensure the GGF were included in this important platform which is for the benefit of both companies operating in Scotland and Scottish consumers employing construction companies and tradespeople.

GQA, GGF and FENSA Give Their Assessment
Hot on the heels of news that the Universities Minister believes the education system is too geared to directing young people onto courses that do nothing to prepare them for later life, a YouGov survey* commissioned by GQA Qualifications has revealed that parents tend to agree. The nationwide survey of just over 1,000 parents with school-age children has brought to light some fascinating insights into their current attitudes towards university attendance, vocational training, careers and qualifications, alongside their wider perception of the fenestration industry.
Over 60% of respondents agreed that for decades we have been recruiting too many young people onto university courses that do nothing to improve their life chances or help with their career goals. In addition, over 75% agreed that vocational training, careers and/or vocational qualifications could be beneficial to young people as an alternative career path to going to university.
For GQA, the fenestration industry’s leading awarding body, what the survey reveals about parents’ perceptions of the availability of advice about the vocational routes is particularly interesting. Only 24% believe there is sufficient advice readily available: a direct challenge for those who want to raise awareness of alternatives to further education.
Commenting on this point, Mick Clayton, GQA’s Chief Executive Officer said:
“I am concerned for young people for whom this country seems to be creating the ‘perfect storm’. On the one hand we have an explosion in university courses from which neither young people nor society benefit. And on the other hand is a commonly held belief that advice concerning vocational routes is not readily available. We need to be doing more to tackle this situation. In the fenestration industry, business leaders need to get the message out there that help is at hand for young people, and that vocational training, careers and qualifications are viable alternatives to university for them. This is one of the key roles for the Building Our Skills – Making Fenestration a Career of Choice campaign, and I would urge as many industry employers and other bodies as possible to support the work it is doing.
“I am, however, heartened by the survey revelation regarding how the fenestration industry is perceived by the parents questioned. Over half of respondents were not averse to their children one day entering this industry. I would hope that as the reputation of the industry continues to improve year on year, more and more parents would encourage their children down this route when they are of employable age. More parents taking part in the survey agreed with the idea of the fenestration industry being a potential career path for their child than those who did not. This is certainly welcome news.”
During a recent presentation of the YouGov survey results with Mick Clayton, representatives of the GGF and FENSA also gave their feedback.
John Agnew, GGF Managing Director said:
“There is a perceived lack of value in the notion of ‘apprenticeships’ in modern society, compared with years gone by. In the past an apprenticeship was a gateway to a successful career with progression and the appropriate rewards. Today, it is often looked on as a means to access cheap labour, and is undervalued. If we could address this and change the perception of apprenticeships then this would help us to attract more people to the industry as a career choice. Ultimately it would be great to have more legislation to improve standards in the industry.”
Chris Beedel, FENSA’s Director of Membership added:
“The need for a far-reaching careers service is demonstrated clearly by this survey. Parents clearly support the vocational careers route, but do not have anywhere near enough information available to them to make informed decisions. This is something we as an industry need to do more to support. We can all do more to raise awareness of the industry. It is why FENSA is so fully behind the BOS’s ‘Inspiring the Future’ campaign to send glass and glazing staff into schools to talk about the industry. It is a positive move and one in which we encourage as many people as possible to get involved.”

“There has been an issue since polytechnics started to become university campuses. Parents clearly understand that not all children are academic and they value the vocational route. The results of this survey demonstrate that clearly.”

The GGF was saddened to hear of the recent passing of Barry Chilvers former Director of Customer Services at Anglian Home Improvements.
Barry will be remembered by many GGF Members for his long term commitment to the GGF Consumer Management Group where as Chairman for almost 10 years he oversaw many changes in the GGF’s consumer facing services.
On hearing of his passing, Peter Stuttard Head of Membership said, “Barry was a great supporter of the GGF. It was very sad to hear this news. My thoughts go to his family at this time.”
As Chair of the Consumer Management Group, Barry oversaw the GGF revision of the Consumer Code to ensure it was aligned to the Consumer Rights Act (2015) and also supported the Federation on its consumer facing benefits such as the GGF Conciliation Scheme and the award winning consumer website, MyGlazing.com. In addition to his work on the Consumer Management Group, Barry also contributed his knowledge of customer service as a Member of the GGF Home Improvement Executive for over ten years.
With over 40 years in the industry (mostly with Anglian), Barry was also a great advocate of training and was a former director of Proskills in the 1990s. In addition he also served on the Board of the National Home Improvement Council (NHIC) as the industry was facing tighter regulations with the introduction of Competent Person Schemes.
James Lee, GGF Director of External Affairs paid tribute, “I will not only remember Barry for his outstanding contribution to the GGF and the industry, but also that he was a nice guy who shared his time and expertise generously. My condolences and thoughts go to his family for their loss.”
The Welsh Government has published Consultation Documents in regard to the revision of both Approved Documents L & F – Existing Dwellings & non-Domestic, although there is further documentation to follow on non-Domestic.
The GGF Technical department has quickly reviewed the 6 documents within the Consultation and will provide more detailed information to the Members once the documents have been fully received and reviewed.

Approved Document L : Dwellings (New, replacement or enlarged windows and doors) The proposed changes detailed in Table 10.1 of the proposal include window and door U value reduction to 1.4 down from the current 1.6, and WER B down from the current WER C. The DSER value has yet to be proposed.
Decorative furniture in glass can still be disregarded when calculating U values or energy ratings.
Approved Document F : Existing dwellings. Proposals include the introduction of Table 3.1 that shows that works will be allocated one of two classifications, minor or major.
Changing less than 30% of the total existing windows is classified as minor, more than 30% is classified as major.
Diagram 3.1 allows for a calculation of the overall works and gives a category rating of either A, B or C.

On 25 November, Chancellor Rishi Sunak announced a one year Spending Review, covering the financial year from April 2021 to March 2022.
On seeing the Review in more detail, John Agnew, GGF Managing Director commented, “We appreciate the Government has been under incredible fiscal pressure in trying to deal with the pandemic, and we welcome the national infrastructure strategy and housebuilding investment, however it was very disappointing to see no significant investment or plans for the home improvement sector.”
In the Review, the Chancellor, set resource and capital budgets for the fiscal calendar for 2021-22. For the second successive year there was no announcement of a full three-year spending review, this delay is due to the fiscal uncertainty caused by the coronavirus but this lack of long term commitment is likely to cause uncertainty for many businesses who are planning beyond March 2022.
This year, the GGF made submissions to HM Treasury as part of the Comprehensive Spending Review consultation process, outlining the case for new and more increased government initiatives to assist and incentivise the glazing sector in its support for the drive to Net Zero. The GGF continues to make this case via the Department for Business, Energy & Industrial Strategy (BEIS) and environmentally focused Parliamentary bodies.
This Spending Review was accompanied by a relatively bleak economic projection by the Office for Budgetary responsibility. The focus of the Chancellor’s speech was protecting jobs, capital projects for hospitals and schools and, unsurprisingly, tackling the coronavirus pandemic.
John Agnew added, “The glass and glazing industry has been devastated in 2020 and to their credit many companies in our industry have shown great resilience, innovation and spirit to try and come through these extremely difficult times. Given the Government’s green agenda and zero carbon 2050 targets, the Spending Review was an ideal opportunity to issue a statement of intent, by offering incentives to consumers and companies, to improve the energy efficiency in the UK’s existing housing stock. As it stands, outside of a few relatively small and unambitious energy efficient schemes, that will have little impact our sector, there is nothing in the Spending Review to support the glazing home improvement sector.”
On new build, Chancellor Sunak did announce some positive news “To build housing, we’re introducing a £7.1 billion National Home Building Fund. On top of our £12.2 billion Affordable Homes Programme. As we invest billions in the building of new homes, we’re also simplifying our planning system to ensure homes are built where they are needed most.”
In addition to the spending commitment to new build and infrastructure the Government has also added addition funding to skills and apprenticeships. The Green Home Grant Scheme has been extended by 12 months and will receive an extra £1b but this will only improve 600k existing homes and only allows for single glazing upgrades to double or triple glazing.

The impact on the Glass and Glazing industry should be minimal, we have detailed the key points below;
Working from home
It is important that those who can work from home should and it is strongly advised to work with homeowners and customer remotely where possible.
Working on sites and in manufacturing
Construction sites and manufacturing can continue to operate providing workers adhere to governmental and local guidance.
Working in other people’s homes
Working in homes can continue for building or maintenance work, services of trades or professionals can also continue. See extract below from the Northern Ireland Executive website;

In the Northern Ireland Executive’s latest restrictions there has been no specific guidance or legislation around the opening or closure of window and door showrooms – though this could be considered an outlet for building supplies.
Each business is different, so if you have a showroom and are unsure if you should open or close please use the following guidance which could help with your decision.

Though not specified in the Northern Ireland Executive’s latest guidance and restrictions, door to door canvassing can continue, but it is advised that you follow these precautionary steps.

Latest Government Guidance when working in homes (published 18 Nov 2020)
Please ensure you and your colleagues work safe and take all the necessary precautions when working during this pandemic. The GGF will continue to do its utmost to provide you with the very latest and accurate guidance and of course when receive any changes from government, we will relay them to you as soon as possible. The Prime Minister has announced a one-year extension to the Green Homes Grant Voucher Scheme, until the end of March 2022. The announcement was made as part of the Prime Minister’s ambitious 10 Point Plan for a green industrial revolution.
Homeowners across England will now have until the end of March 2022 to have energy efficiency upgrades to their homes completed through the Green Homes Grant Voucher Scheme, helping up to 600,000 households save up to £600 on their energy bills.
The scheme funds up to two-thirds of the cost of green home improvements up to £5,000, or 100% of the cost for homeowners on low incomes, up to £10,000. Measures covered include insulation of walls, floors and roofs, double or triple glazing when replacing single glazing, and low-carbon heating like heat pumps.
The Prime Minister announced the extension of both the Green Homes Grant and the Public Sector Decarbonisation Scheme in his 10 Point Plan for a Green Industrial Revolution, designed to help the country build back greener and help reach the UK’s key target for net zero carbon emissions by 2050.
£1 billion will be available next year into making new and existing homes and public buildings more energy efficient, including through the Green Homes Grant Voucher Scheme and the Public Sector Decarbonisation Scheme.
The GGF has persistently lobbied Government for an extension to the scheme and the additional 12 months, now gives companies a chance to register to the scheme and undertake the work.
John Agnew, GGF Managing Director, “We welcome the news of an extension to the scheme but we will continue discussions with government to change glazing from a secondary measure to a primary measure. In addition, we are also asking government to consider replacing inefficient double glazing as well as single glazing under the scheme.”
The GGF understands that over 40,000 vouchers have been issued in the first few months of the scheme. Following the Government’s recent raft of restrictions around the tiered system in England, the GGF has taken time to fully analyse and consult with Government and local councils on the restrictions and what they mean for your business if you operate in England. Please see outline below:
Retail
Showrooms and concession sales outlets can open but should follow the safe guidance and social distancing guidelines.
Where members retail units are not self-contained e.g. located within another store. They will be required to close if located within an enclosed premises unless they can be accessed directly from the street.
Manufacturing

On Construction Sites

Working in people’s homes
Those working in the construction sector (including salespeople, surveyors, tradespeople etc.,) can enter/work in a property if necessary. However if doing so should follow the safe guidance and social distancing guidelines.

Sales activity
The Government guidance on door to door selling and sales activity generally is quite clear and the GGF advises that all Members who conduct door to door sales activity to cease with immediate effect. Please see extract below from the Government Guidance.
“Door-to-door sales should not be taking place, and sales activities should be conducted remotely (such as by phone, online, or mail).”
Whilst sales activity should be done remotely, it is worth noting that pre-booked appointments that can’t be done remotely can continue if necessary. For example, if the homeowner has no internet access. If carrying out this activity, then please ensure the safe guidance and social distancing guidance is followed.

From tomorrow (20.11.2020) at 6pm, COVID-19 restrictions in parts of Scotland will move from Level 3 to Level 4 and with changes being implemented that will impact companies in the following areas.
The City of Glasgow, Renfrewshire, East Renfrewshire, East Dunbartonshire, West Dunbartonshire, North Lanarkshire, South Lanarkshire, East Ayrshire, South Ayrshire, Stirling and West Lothian.

Working in over peoples homes
Tradespeople should only go into a house in a level 4 area to carry out or deliver essential work or services, for example:

When working in someone’s house tradespeople should stay 2 metres apart from the people who live there, wear a face covering and follow good hand and respiratory hygiene.

The GGF is pleased to announce the launch of the new GGF Datasheet – A Guide to achieving Mandatory Compliance for the manufacture of Fire-Resistant Insulating Glass Units (ref.5.16).
This new datasheet has been produced and aligned with the very latest legislation and industry developments. The new Datasheet is intended to provide industry guidance to Insulating Glass Unit (IGU) manufacturers who focus on fire resistance as an essential characteristic of the IGUs they place on the European Market.

The GGF has withdrawn from the Chartered Trading Standards Institute (CTSI) Consumer Codes Approval Scheme due to its onerous auditing process.
John Agnew, GGF Managing Director commented, “The GGF has given the scheme every chance to prove its value to the Federation and our Members. In the last five years the GGF has invested in its implementation and promotion but it has become increasingly difficult to operate due to the extensive auditing process.”
The GGF joined the Scheme in February 2016 which resulted in the Consumer Code being approved by the CTSI, and allowed the GGF and consumer facing Members to use the CTSI logo when dealing with consumers.
John Agnew added, “From March of this year, I have attended all membership meetings and engaged with members on this matter to advise that the GGF were leaving the scheme and our rationale for doing so. This decision has been approved by the GGF Board and was taken as part of a review of member benefits to ensure that the GGF provides more value for money to all members.”
Though the GGF Consumer Code will no longer be endorsed by CTIS, the Consumer Code itself (which is wholly owned by the GGF), is still in place and all consumer facing members must adhere to it as per the GGF Rules of Membership. A new revised version of the Consumer Code without the CTSI references will be available soon for download from the GGF website. In the meantime, Members who have been using the CTSI logo, are asked to remove the logo and any references from their website and marketing collateral where applicable.
